Alcatel Case Raises Question Of ‘Who Are The Victims Of Corruption?’


Costa Rican telecommunications firm Instituto Costarricense de Electricidad is demanding restitution from Alcatel-Lucent SA in a case that raises questions about who can legally claim to be the victim of corruption. ICE argued in a court documents filed last week that prosecutors were too soft on Alcatel and ignored ICE’s rights under federal law that entitles victims of crimes to be heard in court proceedings and to “full and timely” restitution.
